I know the DotA community thinks they get it bad but they get significant monthly patches, they have a lead dev in IceFrog, Gabe Newell actually plays the game and they have a tournament the devs actually attend and participate in its presentation. Most CS:GO patches are just housecleaning and stuff that barely affects the players(maintenance for Linux or OSx, new console variables, some of which nobody will ever use, changes for Hammer or some server side fix), as far as I know, there isn't a lead CS:GO dev, Gabe Newell doesn't even know the basic rules to Counter-Strike and I don't know the last time a dev has been to a major but, as someone that was at ELEAGUE Boston they certainly weren't ANYWHERE to be found.
What monthly updates are they gonna add to CS? These updates for Dota are meta changing and adding new gameplay mechanics (things like status resistance, etc - changing heroes places in the meta and nerfing and buffing significant meta spells/heroes/items). Dota is a MOBA not an FPS, it is unrealistic to compare the two when talking about gameplay updates.

If they started doing these updates to CS instead of doing their current small and rare balance updates to guns the community would be in uproar. I do believe though that the UI and various features in the game, such as the demoui need to be fixed - but I don't want monthly updates to CSGO which completely changes the games meta and how matches are played just like in dota. He's not saying that csgo should get monthly updates, no where does he say that. Hes using dota as the comparision hes saying the dota team can manage to push out huge monthly updates but csgo cant get regular improvements like UI and such which just shows the mentality of the csgo dev team they are so disconnected from the players of the game its insane.
